Most sunscreens and insect repellants are either spray-on or rub-on from a glob in your hand or on your body. How about a towelette -- a la Wet Ones -- that have the sunscreen or insect repellant in them? It should be easier to get good coverage (and thus be less wasteful) and it should be less messy.
